Providence Health & Services Manager, Supply Chain Operations in Mission Hills, California
Providence St. Joseph Health is calling a Manager of Supply Chain Operations to our location in Mission Hills, CA.
We are seeking a Manager, Supply Chain Operations to be responsible for working with any and all key business and operational stakeholders within their specific ministry as well as their peers within their specific Supply Chain Region; participating in, leading, and partnering with others on OSCM Operations and Logistics strategic integration efforts and programs; executing strategic plans around Providence-wide OSCM Operations and Logistics initiatives; ensuring a compliant, effective, and streamlined operational OSCM experience at the local ministry for business and patient constituent groups; and leading ministry efforts for system and region contract implementation, conversion and compliance efforts through their respective ministries.
The Manager, Supply Chain Operations administers all Supply Chain operations and logistics functions and directly leads the Supply Chain operations at all acute care ministries, medical group clinics, long term care facilities and warehouse operations for their respective ministry either as the supply chain leader in smaller ministries or in support of the Director or Senior Manager in larger scale ministries. The position is accountable for the management of all perpetual and periodic inventories all supplies received, stored, and issued at Providence ministries within their respective ministry/ministries. The position, at larger ministries, under the direction and guidance of the Ministry Director or Senior Manager, Supply Chain Operations, is responsible for the management of $300 thousand to $5 million in accountable inventory and approximately $7 to $40 million in annual inventory issued to their supported Providence ministries. At smaller ministries, this position is solely and directly responsible for the leading and management of accountable inventory in the amount of $500 thousand or less and annual inventory issues of $7 million or less to their supported Providence ministries.

In this position you will have the following responsibilities:
Under the guidance of the Director or Senior Manager, Ministry Supply Chain Operations or Director, Region Supply Chain Operations assist in the leading of local ministry level SCM Operations structure that is consistent and in alignment with the One SCM Operations and Logistics vision and overall strategy which includes standardized facility-based receiving, storage, inventory management/control, point of use/low unit of measure, and distribution operations in all acute and critical access hospitals and all continuing care ministries with their assigned ministry or ministries.
Under the guidance of the Director or Senior Manager, Ministry Supply Chain Operations or Director, Region Supply Chain Operations serves as a One Supply Chain point of contact and liaison to the local ministry executive team ensuring they are kept informed of System Supply Chain contract and process improvement initiatives; champion and execute supply expense reduction efforts for the ministry/ministries; provide active communication with the local executive teams on new contracts and assists the executive team in bringing forward supply chain related needs and requirements to support their ministries.
Optimize use of Lawson MMIS and other supply chain automation tools that works to eliminate unnecessary work, simplify necessary work, centralize simplified work, and automate centralized work.
Under the direction of the Director, Region Supply Chain Operations or Director/Senior Manager, Ministry Supply Chain Operations works with OSCM region and system staff to implement system wide inventory strategy and improve supply chain performance through a reduction in obsolete inventory, improvements in inventory turns and improvement in inventory replenishment processes.
Assists in the implementation of contract and efficiency related cost saving initiatives throughout the ministry or ministries in a responsive manner meeting established system wide savings, implementation and compliance goals.
Support Ministry or site Supply Chain Operations using strong interpersonal and communication skills to overcome resistance to use of change methodologies; advise and consult with the Director, Ministry Supply Chain Operations, or Director, Region Supply Chain Operations on how to perform tasks and create deliverables; support issue resolution and decision-making; and identify integration points with other projects.
Optimize use of existing facilities and staffing to ensure appropriate product stocking levels and utilization.
Carry out system-wide logistics policies and procedures at the local ministry or site level and ensure these standardized polices are consistently implemented.
Develop local policies and procedures as needed related to inventory requirements in conjunction with local community leadership and Emergency preparedness leaders to meet required on hand inventory minimums and to meet requirements to support local disasters.
Work with Director or Senior Manager, Ministry Supply Chain Operations, the Director, Region Supply Chain Operations and Director, Enterprise Inventory Management Operations to ensure appropriate delivery systems such as Low Unit of Measure (LUM), Just in Time (JIT), Distribution Operations Center (DOC), and/or point of use type systems are evaluated and wherever possible implemented in a standardized and consistent manner.
Assist in the implementation of system wide collaborative systems and structures utilizing the Distribution Operations Center/Distribution partner as the primary utility to improve inventory turns and reduce ministry redundancies in supply logistic and warehouse operations.
Under the direction of the Director or Senior Manager, Ministry Supply Chain Operations and the Director, Region Supply Chain Operations, provides and directs site supply chain staff to ensure collaborative relationships with supported Departments, Physicians, Clinicians within the local ministries in order to achieve One SCM strategic goals and initiatives without compromising patient care.
Utilize standardized system wide dashboard analytics to measure inventory levels, insure proper inventory controls and other supply chain operations key measures of performance to ensure they are measured, monitored and goals are met.
Under the director of the Director or Senior Manager, Ministry Supply Chain Operations, the Director, Region Supply Chain Operations and the Director, Director, Enterprise Inventory Management Operations to implement system wide standardized inventory control and cycle counting strategy to provide appropriate financial controls and management.
Serve as a member of the SCM Region Operations Leadership team to ensure strategic vision for system wide supply chain operations and logistics management is carried out throughout the ministry or site.
Apply and enforce procurement separation of function practices in accordance with the Uniform Commercial Code (UCC) and accounting practices for establishing appropriate inventory management controls in conjunction with established system Technical Accounting Bulletins (TAB) and Generally Accepted Accounting Principles (GAAP).
Ensure ministry compliance for Joint Commission Accreditation and other regulatory bodies for storage and delivery of supplies as well as recalled or suspended inventory products.
Serve as a customer service advocate and ensures staff responds to all customer requests and requirements in a highly responsive and professional manner.
Understand, communicate and implement standardized continuous process improvement strategies to include Six Sigma and Lean to all staff and also promotes the ongoing strategic vision and goals of One SCM at the ministry or site level so that consistent implementation is carried out.
Under the direction of the Director or Senior Manager, Ministry Supply Chain Operations at larger scope ministries and direct accountability at the smaller scope ministries, develops and monitor annual region supply chain budgets to meet system goals and objectives ensuring SCM ministry expenses are on target and within budget.
Recruit, hire, and set performance expectations of direct reports. Perform evaluations counseling, corrective action and trains staff according to system wide policies and procedures. Identify, coach and/or mentor top talent for leadership opportunities and succession management. Create a foundation that supports and develops team members allowing for growth and success.

Required qualifications for this position include:
Bachelor’s degree in Healthcare, Business or Logistics/Supply Chain Management or an equivalent combination of education and relevant experience.
5 years of Supply Chain Management or Finance experience, including at least 1 year in a supervisory or lead role.
Healthcare business operations and/or financial management experience in a healthcare setting.
Experience standardizing disparate processes.
Experience in process improvement methodology, change management, operational improvement.
Preferred qualifications for this position include:
Formal training in Lean/Six Sigma or similar process improvement programs.
2 years in a healthcare setting.
